It depicts the rebuilding of Greece. There's a man hammering at the base of some pillar and there's another man pulling up another pillar with the assistance of 2 horses.
Technically speaking, it seems Kratos has never been a God at any given time. In Ascension, Chains of Olympus, and GoW1, Kratos is a Mortal/Demigod, and is offered the throne of Ares at the end of 1. In Ghost of Sparta, it seems he was still a Mortal/Demigod, since in the last cutscene of the game, Athena appears and offers to make Kratos a God
